Public Hearing - 2026 OATT

Grant PUD proposed adoption of an Open Access Transmission Tariff (OATT) and related revisions to Wholesale Point-to-Point Transmission Service Rate Schedule 32 and Ancillary Services Rate Schedule 33.

The purpose of this public hearing is to receive comments regarding Grant PUD’s proposed adoption of an Open Access Transmission Tariff (OATT) and related revisions to Wholesale Point-to-Point Transmission Service Rate Schedule 32 and Ancillary Services Rate Schedule 33.

These proposed actions may affect current and future wholesale transmission service arrangements. The hearing will provide an opportunity for interested parties to review the proposed tariff and rate modifications and offer feedback before they are considered and potentially adopted by the Board of Commissioners.

The public is invited to attend and present oral testimony. Written comments may also be submitted in advance by email to TransmissionServices@gcpud.org or by mail to:

PUBLIC COMMENT UPDATE: Grant PUD has extended the deadline for written public comments to the close of business on Tuesday, March 31, 2026. The public hearing will still be held on Tuesday, March 24, 2026, and in‑person and virtual comments will be accepted during the comment period beginning at 1pm PST.

Transmission Rate Development

 

Introduction to transmission cost analysis

The draft transmission cost analysis (used to determine transmission rates) is a fairly standard analysis similar to developing and proposing formula rates in front of the Federal Energy Regulatory Commission (FERC).

Grant PUD's goal is to ensure the rates, terms and conditions of service for wholesale sales and transmission of electric energy are just, reasonable, and not unduly discriminatory or preferential.

Borrowing from FERC language:

[T]he integrity and transparency of formula rates and their implementation are critically important in ensuring just and reasonable rates. Therefore, the Commission’s policy is that utilities include safeguards in their transmission formula rate protocols to provide transparency in the utilities’ implementation of their transmission formula rates, to ensure that the input data is the correct data and that calculations are performed consistent with the formula. Among these safeguards is a requirement for utilities to share the annual updates to their transmission rates determined pursuant to their formulas, with appropriate support, with all interested parties and to file such annual updates with the Commission on an informational basis.

Grant PUD Commissioners have adopted Resolution No. 8953 which sets Grant PUD’s rates for wholesale transmission delivery of power to customers in Grant County. The approved rates (Wholesale Transmission Delivery Rates 30 and 31) are available at www.grantpud.org/rates-fees.
